The 2006 edition reflects current regulations and standards, including proposed revisions to NFPA 472.
The 2003 edition is still a good resource for customers with limited budgets.

Comparison to the Third Edition (published in 2003)
The biggest changes are in two chapters. Chapter 5 (Assessing the Hazards) has been expanded with more information on protective action criteria and chemical/physical change. Chapter 11 (Nuclear Events) has been rewritten for consistency with The First Responder’s Pocket Guide to Radiation Incidents.
The 2006 edition has been updated to reflect current regulations and standards. It includes competencies from the proposed revisions to NFPA 472. Other updated sections include ICS requirements under NIMS, dealing with white powder calls, evacuation/shelter concerns, rescue considerations for WMD incidents, and treatment for nerve agents. Metric equivalents have been added behind English units of measure.
Planned Updates for the Next (2009) Edition
A 2009 edition is already in the works, but will not be printed until I deplete my inventory of 2006 books. New material includes more guidelines to help incident commanders and safety officers fulfill their responsibilities, information on the HMIS® and GHS systems, additional hazard assessment tools, and other updates based on new regulations and standards.
